The Moonriver Council proposes to upgrade the Moonriver's runtime to **version 1605**.
This upgrade will include the Runtime 1600 change proposal along with the below 3 fixes.

### Important updates:
* Add support for Batch precompile : ([#1498](https://github.com/PureStake/moonbeam/pull/1498))
Smart contract developers will be able to natively execute multiple contract calls in batch using our freshly deployed precompile. 
This addition provides a secure way to atomically perform multiple transfers in a single transaction or allows a better management of transaction fees. 

* Add vrf key to session keys type ([#1480](https://github.com/PureStake/moonbeam/pull/1480))  
We are adding a new key for collators in this runtime for the upcoming VRF functionality.
 
* Reworks `delegator_leave` to now use the Revoke logic : ([#1515](https://github.com/PureStake/moonbeam/pull/1515))
A delegator scheduling a `delegator_leave` will schedule a batch revoke on all delegations.

dApp Marvels storage: Establish a database for automated SQL database creation, connect it to SubSquid smart contract decoder, implement automated schema changes, and create a public GitHub repository for delivery.

Data processing and handling: Set up a data pipeline for low-delay access, develop an automated data aggregation pipeline, and create a public GitHub repository for delivery.

dApp Marvels definition: Translate smart contract events into dApp Marvels, create a database to collect ABIs and process them, design a universal data model, and create a public GitHub repository for delivery.

REST API interface & Marvel display: Build an interactive REST API interface, develop a REST API service, and create a public GitHub repository for delivery.
