## TL:DR

This proposal is to swap the lease of the Parachain ID 2023 for 2112. This needs to be executed by the sovereign account.

## Summary

Due to the end of the prior lease (paraID 2023), we propose to swap with the lease won by paraID 2112.

Only the parachain account can implement this change. Hence the reason for involving XCM into this. In particular, we send a XCM message to Kusama doing the following:

Withdraw 1 KSM to pay for fees (non-spent will be refunded) 

Buy 5_000_000_000 weight in Kusama

Perform the following transaction in Kusama: 0x4603e707000040080000. This corresponds to calling *registrar.swap(2023, 2112)*

Deposit any non-used fees back in the sovereign

- They want to swap the lease of a place called Parachain ID 2023 for Parachain ID 2112.
- They need to use a special account called the sovereign account to make this change.
- They will use a message called XCM to send a request to another place called Kusama.
- They will withdraw some money to pay for fees and buy something called weight in Kusama.
- They will do a special transaction to make the swap and any leftover money will be put back in the sovereign account.
