
The Moonriver Council proposes to upgrade the Moonriver's runtime to version 1401.

This upgrade will include the Runtime 1400 change proposal along with the below 1401 fix.

Important updates : 
In Runtime 1400, one of the storage items hasher was accidently changed. It means everything using that storage cannot read values correctly. This prevents incoming XCM messages from processing correctly. The Runtime 1401 aims to restore the correct hasher.
