This is a proposal to authorize an upgrade to RT4202 on Moonriver.

The proposal seeks funding for Polkadot Insider's media operations from August 2023 to February 2024. Its primary goals are to maintain and expand media channels, influence South Asia communities, and implement real-world activities for user onboarding. Polkadot Insider entails producing daily infographics, conducting Twitter Spaces, creating educational videos, and hosting interviews with ecosystem contributors. Past performance highlights consistent growth in Twitter impressions and YouTube subscribers/views, along with active participation in Polkadot events. Goals for the grant cycle include enhancing content production, increasing community engagement, and expanding partnerships.

Data processing and handling: Set up a data pipeline for low-delay access, develop an automated data aggregation pipeline, and create a public GitHub repository for delivery.

Ink! Smart Contract Decoder: Develop a Subsquid processor and GraphQL access interface, and create a public GitHub repository for delivery.

REST API interface & Marvel display: Build an interactive REST API interface, develop a REST API service, and create a public GitHub repository for delivery.

API <> Database connection: Connect the API to the database, add a JSON outputting service, and create a public GitHub repository for delivery.

dApp Marvels definition: Translate smart contract events into dApp Marvels, create a database to collect ABIs and process them, design a universal data model, and create a public GitHub repository for delivery.

dApp Marvels storage: Establish a database for automated SQL database creation, connect it to SubSquid smart contract decoder, implement automated schema changes, and create a public GitHub repository for delivery.

Authorize an upgrade to a given `code_hash` for the runtime. The runtime can be supplied
later.

This call requires Root origin.
