The delegate call for the parachain-stacking precompile is deprecated in favor of delegateWithAutoCompound (#2333)

Enforce MaxCandidates limit for staking storage items (#2378)

Increase erc20 xcm gas cost to 200,000 (from 80,000) to account additional costs of the GMP precompile (#2408)

Update dependencies (Substrate/Polkadot/Frontier/Cumulus/…) to v0.9.43 (#2377)

FrameSystemAccountInfo interface change, miscFrozen and feeFrozen fields removed and frozen and flags added (substrate#12951)

Authorize an upgrade to a given `code_hash` for the runtime. The runtime can be supplied
later.

The `check_version` parameter sets a boolean flag for whether or not the runtime's spec
version and name should be verified on upgrade. Since the authorization only has a hash,
it cannot actually perform the verification.

This call requires Root origin.

- **Problem Statement:** Dwellir has been providing free RPC services to Moonbeam, Moonriver, and Moonbase Alpha, processing 1 billion requests daily, but needs funding for hardware operation and maintenance.
- **Significance:** Dwellir's bare metal servers offer superior performance, security, control, reliability, and expertise crucial for decentralized networks.
- **Proposed Solution:** Dwellir requests treasury funds to cover hardware costs and will provide archival RPC nodes with enterprise-level security for Moonbeam, Moonriver, and Moonbase Alpha.
- **Expected Outcomes:** Enhanced performance, security, and reliability for developers and users, with a total monthly cost of $1,542.52 and Q3 cost of $4,627.57.
