1. Referendum 18 addresses the request to add Moonriver and Mangata networks to the Polkadot relay chain whitelist. 

2. The voting period closed on February 28th, and the results indicate that the proposal was passed with 73% approval from both the technical democracy vote and the collective vote. 

3. This means that the Moonriver and Mangata networks can now be added to the whitelist and added to the list of validators in the Polkadot relay chain. 

4. This will bring more validators and distributed nodes to the Polkadot network, further decentralizing the network and allowing for greater scalability.
